Some of us thought that one of our friends, Bellara, would be Solas' representative.

It looks like this idea will be brought into The Veilguard at some point in development. There is a concept of elves trying to protect Solas, getting in the player's way. This would have made for an interesting conflict, as the elves were very sympathetic, as most of Thedas would have mistreated them. Tevinter, who we last glimpsed in The Veilguard, even enslaves elves, further explaining why many want Solas' plan to succeed.

For whatever reason, it has been removed, and Solas is working alone. In fact, no one even jumps in to stop Varric and Rook from messing up their rituals early in the game. If he had a secret army ready to help him, it would surely be quiet.
