When people with cursed abilities use their powers to kill people, the jujutsu authorities label them “cursed users” and sentence them to death.

Curses have existed as long as humans have existed. They are born from the negative emotions that humans experience. Since normal humans cannot control their cursed power, it emanates from them, creating a cursed spirit.

In early human history, cursed spirits caused great damage and destruction. Those who could control the cursed energy became responsible for killing the curse. Eventually, these hunters put their knowledge of curses and killing techniques into the art of jujutsu. Followers of jujutsu became known as “jujutsu wizards”.

Jujutsu magicians were not as organized as they are today. In the early days of jujutsu magic, magicians worked within their own communities, isolated from the wider network. However, as the cursed spirit grew in number, so did the role of the jujutsu magician. So the Japanese jujutsu magicians, led by The Big Three Families, were united.

From that time jujutsu magic became an institution. Witches work with the Japanese government to protect the people from the curse and train a new generation of witches to do the same. For example, Jujutsu High receives funding from the Tokyo government, allowing students to attend tuition-free.

Most importantly, the basic rule that jujutsu wizards follow is that jujutsu wizards must protect non-jujutsu wizards. When a witch willfully violates this agreement, they are stripped of that title.

This Decree is derived from the Jujutsu Rules

He was covered in blood by Jiro Awasaka when he injured someone in Jujutsu Kaisen.

After breaking down the basics of jujutsu magic, the definition of “curse user” in JJK lore becomes clear. In addition, Gege Akutami gave a direct interpretation of the principles of the council in the Council. Jujutsu Kaisen Official Character Guide:

“Any jujutsu wizard who kills someone by activating a cursed technique will be considered a curse user and executed.”

Curse users are criminals in the jujutsu world who use many different reasons to justify their actions. Some are money-making opportunists, like Jiro Awasaka. Others are driven by idealism, like Suguru Geto. Finally, young people who have inherited cursed techniques are prone to crime without the guidance or training provided by jujutsu, such as Junpei Yoshino.

Speaking of Junpei Yoshino, the establishment of Jujutsu High was a direct response to the rising rate of cursed techniques being passed down from youth to criminal underground. Those who were born with cursed talent but had no connection to the jujutsu world or their famous families were the most vulnerable to this discrimination, and Yoshino was a prime example.

Yuta talks to the shadow jujutsu council at Jujutsu Kaisen.

WARNING: The following episode contains spoilers from Season 2, Episode 47, “What Happened in Shibuya – The Gate is Closed”The end of the story of the Shibuya Incident reveals the consequences of what happened on the evening of October 31, 2018. Psuedo-Geto released millions of curses around the world after using the technique. Mahito's Idle Transfiguration to create more jujutsu wizards, setting the stage for widespread conflict.

The jujutsu council's response to the incident in Shibuya is colder. Their first order calls for Psuedo-Geto's death – an expected move. Unfortunately, the council also accuses Masamichi Yaga, Yuji Itadori, and Satoru Gojo of being accomplices, sentencing the first two to death and the latter to permanent hiding inside the Prison.

Akutami recounts the conflict between Satoru Gojo and the jujutsu elders. Of course, Gojo became a teacher who formed a group of wizards to change the jujutsu regime, pushing the elders out of power.

However, some believe that the jujutsu council will represent the salvation of Gojo if only to oppose the terror of Psuedo-Geto. Throwing Yaga under the bus despite her efforts to prevent Psuedo-Geto's will is counter-intuitive. These statements prove, without a shadow of a doubt, that the top brass in the jujutsu world is corrupt.

More importantly, if the jujutsu council can strip a wizard of his title without proof or good reason, what's to stop them from doing the same to any wizard who disagrees? The state of the post-Shibuya jujutsu world makes the name “curse user” even more ambiguous.
