For those who haven't seen Gurren Lagan or know spoilers about the show, it's easy to assume that the charismatic Kamina is the main character of the series. A free spirit can be thought of as a stronger character than a loud voice.
Kamina is involved in bringing out Simon, the protagonist who comes out of his shell and inspires the people in the underground city to rise up and fight to get to the surface. He spoke loudly as he delivered his speech and call to action.
