Go to the vendor at Crow's Perch.
Talk to the seller.
Select “What do you offer?”
Buy Nilfgaardian Armor, Nilfgaardian Boots, Nilfgaardian Pants, and Nilfgaardian Gauntlets.
Add the Nilfgaardian Armor set.
Return to the House of Respied.
The guards will leave as you walk towards the gate.
You can now enter the House of Rest.

You can also enter the House of Rest by wearing the outfit you wore during your encounter with Emhyr in the Prologue.

Another way to enter the House of Rest

Interestingly, if you don't want to go to the trouble of going to the Crow's Perch and spend your precious crown on a set of Nilfgaardian Armor, you can enter the House of Rest. The glitch is very simple: Pass the invisible barrier on the gate by letting Roach out in front of the gate. When you want to leave the House of Rest, repeat the process.
