A New Wish Was Given
As we saw last week, the Dragon Balls were summoned and our new antagonist, Majin Gomah, decided he wanted to use the Dragon Balls to gain new powers now that Goku and his friends had defeated their enemies. With three wishes under his belt, he decides that the first order of business is to wish all the Z Fighters to turn into children again, in order to reduce their powers (and thus will not be an obstacle to his ultimate goal). Although this wish is possible, wishes two and three are not.
Technique hinders planning
Although Shenron gives three wishes, it turns out that this is a courtesy he gives to the people he is familiar with on Earth. Since Gomah is a stranger to the universe, he only gets one, causing the Dragon Balls to spread again. This creates a particularly unfortunate problem for Gomah, who is informed by his fellow Namekians that even he cannot quickly recover the Dragon Balls after being used. They have to wait a while before they can make another wish. As an insurance policy, Gomah decides to kidnap Dende, who is turned into a baby by Shenron's granting of a wish.
