SUMMARY
-
The user of the Devil's Seed cannot swim; water weakens him. Some overcome it and go on using force.
-
Some Devil Fruit users, such as Kuzan and Wolf, can navigate water with their abilities.
-
Unique fruit users like Pizarro combine with the island, making it possible to travel across water.
All Devil Fruit users have the inability to swim. If enough Devil Seed users' bodies are submerged in water, they will become extremely weak, and their powers will be lost. This disadvantage makes most Devil Fruit users unable to walk directly on water.

That said, some Devil Fruit users overcome this limitation, often with new powers they gain in exchange for their ability to swim. Although most of them won't be running away anytime soon, they can all cross water.
1
Kuzan
A cold narrow road
- Debut: Chapter 303 (Manga), Episode 225 (Anime)
Kuzan used to be a naval admiral with the title “Aokiji”. He began to defect to the Blackbeard Pirates, and became one of the ten Titanic Captains of the crew. He was a low-spirited and lazy person who believed that he was hardly worthy of justice after what happened in Ohara. In fact, his favorite mode of transportation is a simple choice – a bicycle.
Kuzan's Hie Hie no Mi allows him to create, control and turn into ice. By cooling all the water, he can just ride on his bike, Ao Chari. He used it to fight the Straw Hat Pirates in the Long Ring Long Land. It's not clear what happened to Kuzan's bike, but then he rode Camel, a large penguin that also treads water. Camels are probably the preferred mode of transport, as they seem to require less effort from Kuzan.
2
Sanjuan Wolf
Too big to fail
- Debut: Chapter 575 (Manga), Episode 484 (Anime)
Sanjuan Wolf is a giant from West Blue. His past crimes were said to be so horrific that they had to be erased from history. He was placed in the secret sixth floor of Impel Down, where the worst prisoners were kept, before he was killed in a free-for-all battle organized by Blackbeard to decide who of the prisoners will join his team. He has since become one of the ten Titanic Captains of the crew, and is the only giant to hold that distinction.
Wolf's Devil Fruit, the Deka Deka no Mi, allows him to grow even more, which probably prompted his nickname “Colossal Battleship.” In this form, he is said to be the largest giant in the world, even among the ancient giants, who are known for their larger size. Unlike most Devil Fruit users, the Wolf seems to be able to travel on water simply by walking. The size probably means that the body is dry enough not to cause direct weakness. He seems very tired when he is in the water, but he seems, at least, to be able to stay in it for a while, with no effects mentioned or shown by staying too long in it. He was thrown into the ocean by Monkey D. Garp, which means he has no weakness to water, but negates his size to some extent when the Devil Fruit moves.
3
Avalo Pizarro
Island boy
- Debut: Chapter 575 (Manga), Episode 484 (Anime)
Avalo Pizarro was a deposed leader who, like Wolf, was sent to Impel Down and became one of Blackbeard's ten Titanic Captains. His own Devil Fruit, the Shima Shima no Mi, allows him to become an island, by combining it and controlling it. This Devil Fruit is similar to Pica's Ishi Ishi no Mi, though it allows it to fuse whole islands instead of rocks, making it seem more versatile than its counterpart. This ability has the unfortunate weakness of allowing it to be damaged by any “pain” the island receives, something the Pica Devil Fruit does not have. That said, it seems stronger than other Devil Fruits in a way.
Being an island and twisting it, Pizarro seems to be able to cross the water. Due to Shima Shima no Mi being the Devil's Seed recently, it was not explained much. It is possible that Pizarro's body is not connected to the whole island, or that all the bodies of the “island” do not have enough water in the water to really harm the pirates. However, the statement is only speculation at this point.
4
Charlotte Perospero
Candy Cruise game
- Debut: Chapter 834 (Manga), Episode 795 (Anime)
Charlotte Perospero is Big Mom's eldest daughter and an officer in the Big Mom Pirates. He is given the role of Minister of Candy, and like some of his siblings in such roles, has a similar Devil Fruit. Pero Pero no Mi allows him to create candy and seemingly craft it into an infinite variety of things, including weapons, prosthetic arms, and what appears to be a fully functional laboratory.

One could say that his own candy bar is arguably less impressive next to some of his more elaborate creations. Perospero invents a candy snail, which turns out to be able to carry people across water. Big Mom added her personal touch to the creature by animating it with Soru Soru no Mi (which allows the user to steal souls and place them on inanimate objects) to attack the Straw Hat Pirates. Although this contributes to its overall success, it is worth noting that Perospero's first invention proved that it could enter the sea before such an innovation.
5
Portgas D. Ace
Its source of fuel
- Debut: Chapter 154 (Manga), Episode 91 (Anime)
Portgas D. Ace had the Mera Mera no Mi, allowing him to reach and control and create fire. Even if the Devil Fruit didn't rob its users of their ability to swim, Ace probably wouldn't be able to submerge well in water. Fortunately, Ace's partner, Masked Deuce, was able to build a boat that Ace could use. Using the Mera Mera no Mi, Striker is Ace's direct mode of transport across the water. Although his allies grew, when he joined the Whitebeard Pirates, Ace used Striker in various activities, which required him to cut a path at sea. It turns out that he used Striker to travel alone during the Alabasta arc and the cover story where he tried to hunt down Blackbeard alone.

Ace isn't the only Devil Fruit user to use such tactics. Galdino, who is known as Mr. 3, once had a ship that used its wax as a source of power. Enel's flying boat, Maxim, is an electric vehicle that runs exclusively on the power of the Devil's Fruit.
