MOSCOW: Russian President Vladimir Putin on Sunday threatened to restart production of nuclear weapons if the United States confirmed its plans to deploy missiles in Germany or elsewhere in Europe. “If the United States makes such a plan, we will consider ourselves free from the previous unilateral moratorium on the deployment of medium and short-range strike capabilities,” Putin said during a naval parade in Saint Petersburg. .
