Kujaku has the Muchi Muchi no Mi, a Paramecia-type devil fruit. The power is tied to the whip. Once a person is attacked, they must become subservient to Kujaku, obeying his every command. This ability is not limited to living things; even inanimate objects like houses can be turned into obedient slaves. Kujaku participated in saving Koby from Hachinosu. So he proved that he deserves a promotion.

6 Prince Grus

Prince Grus is part of a new generation of Marines. He is one of the young Marines who has proven himself capable of handling difficult situations. The Grus were first introduced in the cover story of the Bege family. However, his proper debut came in the Egghead arc.


Prince Grus is a talented fighter, as evidenced by his performance in Hachinosu, where he helps Garp save Koby. Grus uses his Gunyo Gunyo no Mi to create clay golems to attack and distract the pirates in Hachinosu. Although Grus is very talented, he may have to work harder to become a Vice Admiral.

5 Bogard

Bogard is Monkey D. Garp's right hand man. He has been a part of the organization for decades and is unquestionably loyal to the Marines. Bogard has not participated in many battles, but has years of experience. He knows his limits, and he doesn't pay recklessly.


Bogard's rank is unclear, so he is assumed to be an Ensign. If so, Bogard deserves to be Rear Admiral or Commodore at the very least. With fast-forward to the story's conclusion, fans will soon learn Bogard's true strength and rank.

4 Rosinante

Donquixote Rosinante is the son of Homing. Unlike his brother, Rosinante is kind and caring. He knew that Doflamingo was going to go down a path of destruction, so he decided to stop him by hiding him. Rosinante joins the Marines and returns to Doflamingo to oversee his work.


Rosinante was very good at his job, and the Devil Fruit played a big role in helping him deceive his brother and his crew. Rosinante's Nagi Nagi no Mi cancels out the surround sound, making it perfect for its subtlety. Rosinante got all the important details related to Doflamingo, and the latter would not have found out if it wasn't for Vergo. At the time of his death, Rosinante was only a Commander. At least one man should be a Captain.

3 X-Drake

X-Drake is the captain of SWORD, a secret organization within the Marines. Over the years he has been relentless and made everyone believe that he is Supernova, aiming to become a great pirate. X-Drake successfully infiltrates the Beasts Pirates to learn more about the Yonko's plans and inform his fellow SWORD members about them.


X-Drake has the Ryu Ryu no Mi, Model: Allosaurus. An ancient Zoan-type Devil Fruit that allows him to transform into an Allosaurus. This improves his physical attributes, so he can fight stronger enemies without any problems. X-Drake is currently a Rear Admiral, but promotions are definitely on the way.

2 Koby

At the time of his introduction, no one would have predicted that Koby would become one of One Piece's most underrated characters. He joined the Marines after Luffy rescued him from Alvida. Afterwards, Garp took Koby under his wing and trained him to be stronger. The training was successful, and Koby improved physically and mentally.


Koby participated in the Rocky Port Incident, which earned him the nickname “The Hero”. Koby also took part in the great battle of Hachinosu, where he was able to break Pizarro's arm with a single attack. In addition to these achievements, Koby also received the approval of Garp, who called him the future of the Marines. Keeping all these things in mind, Koby deserves to be at least a vice admiral.

Despite his lack of screen time, fans still love Smoker, and have high hopes for him. One of the main reasons Smoker deserves the promotion is because he is one of those select Marines who care about people's well-being. He opposes the manipulation of information, which is a favorite of the current hierarchy in the Marines. For now, Smoker will remain as Vice Admiral, but it is likely that he will lead the Marines.
